don't pre-select geometry type in the new shapefile/geopackage layer dialogs (fix #14983) #36201

Description

By default in the New Shapefile Layer and New Geopackage Layer dialogs we have already selected geometry type. This can be consfusing and may lead to situations when user creates layer with wrong geometry type by accidend.

In the proposed PR in both dialogs geometry type is not selected by default and user can not click OK button without selecting it.

Fixes #14983.
